Community development is an integral component in the planning for and protection of rivers. Communities, whether they are geographic, metropolitan, social or economic provide frameworks for action, analysis, and policy and create a mechanism by which changes may be made and projects implemented.

The Saint Paul on the Mississippi Development Framework establishes 10 Principles for City-Building that have guided St. Paul's river renaissance since 1997.
Riverfront Revival: Collaboration & Change Along the Mississippi Riverfront in Minneapolis
(February 2004) This plan summarizes redevelopment activities along the river in Minneapolis. It contains three sections: The first describes the partners involved in redevelopment and contains some contact information. The second section summarizes the redevelopment goals and activities in the Minneapolis Riverfront District. The third section concentrates on the Upper River.

Center for Community Partnerships
Founded in 1992, the Barbara and Edward Netter Center for Community Partnerships is Penn's primary vehicle for bringing to bear the broad range of human knowledge needed to solve the complex, comprehensive and interconnected problems of the American city so that West Philadelphia (Penn's local geographic community), Philadelphia, the University itself, and society benefit.
The American Heritage Rivers Initiative
This federal program strengthens connections among federal agencies and local communities along the 14 designated American Heritage Rivers. The Web site for AHRI contains information and links to the partnerships working on each of the 14 rivers, plus more specific connections to resources addressing issues such as cultural/heritage preservation, natural resource protection and economic revitalization.
Guidelines by American Rivers and the APA for Riverfront Health and Revitalization
American Rivers is the leading national organization standing up for healthy rivers so communities can thrive. Through national advocacy, innovative solutions and a growing network of partners, they protect and promote rivers as a valuable asset that is vital to health, safety and quality of life. Through their numerous programs they have developed guidelines for greening storm water, ecological riverfront design and dam removal.
